The center of my 9/12 inch burner is not working. Will replacing the burner most likely resolve the problem? Is this the correct replacement?

Element turns on and heats but doesn't regulate temp from low to high. Thought it could be the temp limiter. Is the limiter a separate par tor does it come as a unit with the element? Part number for element is 316282101

Earlier I asked the question about the center of my 9/12 dual element burner for this model. I ordered a new burner and replaced it but still have the same problem with center burner not working. As before it may operate sometimes and then stops. Today it came on when I turned the control knob to the 9" burner. When I turned on the 12" burner the center burner did not come on.
