Hello Rick, Thank you for the question. This is normally caused by a defective Latch and it may need to be replaced. We hope this helps!
Fiddled around for a few minutes trying to fit the tabs in the holes. Finally figured out it just twisted to put it back on. Very simple but it looked more complicated that it was.
