Unit totally dead….. The circuit board named "noise control" number 39 on parts diagram has two 20A fuses..both are "not blown". Lower fuse has line voltage (125VAC on both ends) while upper fuse has only 0.59 V on both ends. What voltage should that fuse be carrying.??

Hi Frank, thank you for asking. According to our research, both fuses should have 125VAC on the ends of the fuse. If the upper fuse on your noise filter board does not have enough voltage, it indicates that it is damaged and you will need to replace the noise filter.
