Will fill whit water and drain but it wont spray , there is a noise at the button of the dishwasher

My dishwasher fills with water and drains. I can feel the hot water coming in. I can feel the diverter motor moving and can hear it click twice but there is no spraying sound and dead silence between filling and draining. I would think that the base pump would come on and I could hear it or feel a vibration from it??? Is the control board not telling it to come on or is the base pump bad ??
