Tech sheet says during normal operating function when the bake cycle is selected both elements are activated. This oven is not reaching correct temperature. Only the lower element comes on during bake cycle.Will a new clock correct this problem?

It certainly sounds like it could be a faulty oven sensor PS1570174 and/or possibly a malfunctioning broil element PS11744252 you should check the part(s) for signs of damage or test with a multimeter, and replace the part(s) as needed.
