I have installed a new range vented range vent. It is moving almost no air and the motor seems to be operating at a very low rpm even on the high setting. Any recommendations?

My hood fan runs, but provides little to no air flow. So when I use my stove below, my fire detectors all go off. Our apartment maintenance people turned the fan on and said that is how it works. I can’t believe that? Please advise.
