The water dispenser line was continually freezing up.
I found a thread on line while serching for a solution, and your part was recomended. I ordered the WR49X10173 kit which is the Dispenser Water Tube Heater Kit. It arrived the next day.

I installed the kit this morning at 8:00 and it took about 30 minutes. I just follow the instructions provided with the kit:

1. Pry off plastic frame.
2. Lift control board out.
3. Disconnect the 3 wire harnesses from circuit board.
4. Unscrew the dispenser unit. (4 Phillip Screws).
5. Peel and stick the heater in the recessed area. See instructions from heater kit for picture on where the heater should go.
6. Splice wires according to instructions that came with the heater kit. Splices are provided. Very easy to do. Just follow the directions. Splice one heater wire to the harness red wire (position 2) and the other heater wire to the (black&white) harness wire (position 6).
7. Plug in the just the one harness to the control board and in 60 seconds you will start to feel the heater area getting warm. That's how you know it's working.
8. Put everything back together and you are in business.

My water has not frozen up since I installed the heater kit this morning. it would usually freeze in about an hour. I have some pictures if someone would like to see how I did it.

Freezer not defrosting/water line freezing inside freezer door
The problem I noticed was the temperature in the freezer was not cool enough. I also noticed ice forming inside the freezer.
Easily found that it was the defrost heater. Very easy to replace. Google it and you will find videos for it.
I have been having a problem with the water not working for a few years now and knew that it was freezing inside the freezer door. Just decided not to used the water.
While I was researching my defrost problem I decided to look into the water line problem and found that there was a kit for this (WR49X10173). Call GE! The customer service was great. They sent me one out at no charge. I will be returning this kit to parts select today.
Now the kicker....
Freezer is acting crazy now (about a week after I did the repair). The temp in the freezer was getting to -20 degrees according to my 5 dollar freezer temp gauge. I did talk to a service guy and he said it is almost impossible for a freezer to get that cold. Maybe my thermometer is not accurate, but it did seem that it was running when it didn't need to be running. The temp in the freezer was definitely cold enough.

Cold water dispenser freezes up. Has happened twice in the past.
Since receiving the part the refrigerator water dispenser has not frozen up so I have not installed the new heater. I will, when I get time and the motivation. Sorry for the delay in response.

Is there a dispenser water tube heater for my refrigerator model? The water line keeps freezing up in the door. We have replaced everything and it has frozen up a few times and we've had to defrost and blow the ice out of the line.

Hello Steve, Thank you for your inquiry. We do not show a water tube heater available for your model. However if your water line keeps freezing, it sounds like the automatic defrost cycle is not staying on long enough or getting hot enough. I would test your defrost timer, defrost heater, defrost thermostat and temperature sensor with a multimeter to make sure they are working properly.If you are unfamiliar with how a multimeter functions, there are YouTube videos available to assist you.
